To my constituents:

We live in a wonderful place. We have a world-class university, excellent schools, a vibrant economy, an educated work force and spectacular scenery.

Together, we have accomplished a great deal these last four years. When we collaborate and focus our knowledge, skills and experience, we achieve excellent results. Working with you has been the highlight of my time as your Supervisor. I am honored to serve you and together, we can accomplish so much more. I ask for your continued support in November.

ABOUT DAVID WYANT

David Wyant is currently a member and Vice Chairman of the Albemarle County Board of Supervisors representing the White Hall Magisterial District. David was first elected to office in 2003 and is currently running for a second term.

The Wyant family has lived in Albemarle County for 10 generations. David grew up in Albemarle County, graduated from Albemarle High School and received his B.S. and M.S. in Civil Engineering from the University of Virginia. As a professional engineer, David held various positions with the Virginia Department of Transportation for 30 years. David has also been a farmer as well as a small business owner throughout his adult life.

In his “spare time”, David has been an official, a coach and a program manager for local and regional sports programs at the Little League, high school and college level for more than 35 years. For David, this has been more than a passion; he believes deeply that as a community, we must invest in and support our youth at an early age. David’s passion for sports culminated in being retained by the National Football League as an official, a position he has now held for 16 years.

David’s accomplishments as a Supervisor have been no less impressive. Given our county’s increasing demands for improved roads, water, sewer, mass transit and other infrastructure services, David has truly been the right man for the job. His knowledge and skills as a civil engineer, his experience and relationships with the Virginia Department of Transportation, his understanding of small business operations, his dedication to our youth and his rural roots give David a unique perspective in representing our District. David has taken a leadership role on several important issues tackled by the Board of Supervisors over the past four years and hopes to build on that success during his next term.

ACCOMPLISHMENTS

Constituent Services

David has made this his number one priority by responding to and assisting various citizens with their specific county and state government needs.

For example, David helped establish a Crozet Rezoning Committee to advise the Board of Supervisors and serve the Master Plan.

Infrastructure

Together with State Delegate Rob Bell, David was instrumental in saving the Free Union Virginia Department of Transportation Headquarters, thereby ensuring a continued high level of service for our roads in Northern and Western Albemarle.

Given the additional demand on our infrastructure and the cost of enhancement from new construction, David has promoted the creation of development fees as a way to pay for these new demands.

Through David’s initiative, Allen Road was the county’s first entry into the Rural Rustic Road Program saving enormous time and money over standard bureaucratic methods.

Drawing on his unique experience in government collaboration, David recommended that all local, state and federal agencies assemble at one time to expedite the new public water supply plan currently being implemented.

David’s long term work with Albemarle Fire & Rescue Services led him to promote and approve the new fire station on Airport Road as well as standardize equipment for each station.

Property Taxes

David led the Board to lower the property tax rate from $.76 to $.68 in order to lessen the tax increase caused by higher property assessments. While clearly a step in the right direction, David feels strongly that more needs to be done.

Rural Area & Property Rights Protection

David has continued to lead the Board on the marketing and use of the conservation easements as a way of preserving our rural areas. David has personally assisted family and neighbors move hundreds of acres into private and public easement programs.

Education

David has been a strong advocate of putting our tax money to work in the classroom for the benefit of our students and teachers. Starting salaries for teachers have risen to nearly $40,000 per year enhancing both teacher attraction and retention.

GOALS

Constituent Services

David believes that constituent services must remain a top priority of local government. As Supervisor, David will continue to lead the effort to develop metrics to ensure that government remains responsive to the needs of citizens.

Infrastructure

David will continue to focus on finalizing an Advanced Mill Bridge replacement plan that gives local residents a timely solution.

David will use his knowledge of the VDOT system to encourage improvements to our 6-year road and bridge plan.

David will promote a County/City/State transportation partnership that pursues a mass transit system for the development areas including Crozet.

David will continue to work to extend current recycling service beyond McIntire with a site in Crozet.

David will utilize the ongoing consultant study to rezone downtown Crozet in order protect its old town character while allowing property owners to implement the Master Plan.

Property Taxes

Growth in government expenditures continues to significantly outpace by more than double cost of living increases and population growth combined. Continuing an average of 13% annual increase in property taxes is unfair and simply not sustainable. As Supervisor, David will continue to lead the charge to contain the growth in government spending by establishing a new budgeting process that requires justification of all existing spending before new programs and expenses can be considered.

Rural Area & Property Rights Protection

David is a strong proponent of protecting our property rights and our rural areas. David believes strongly that we must offer fair compensation to rural landowners in exchange for their development rights. David is committed to finding new methods of protecting both.

Education

David has been a leader in the concept of life long learning. David will continue to lead the effort to create a Crozet branch of the Jefferson-Madison Regional Library with a planned opening in 2010.

David will lead the effort to establish sports community centers within our development areas to ensure our youth have a positive place to spend their energy.
